drivers trapped. cars buried in a california mudslide. remarkable pictures. good morning. welcome to "early start." i'm christine romans. >> i'm alison kosik. it is 5:00 a.m. in the east. this morning, we may be just days away from learning whether joe biden will join the race for president. as senior democratic official tells cnn the world from biden's inner circle is he will likely decide by sunday. one top official says quote his family is totally on board with a run and that he wants to do this, but in the wake of the cnn democratic debate and solid performances from hillary clinton and bernie sanders, many are asking if there is room for biden in the race. >> have you made your decision yet? >> i can't hear you. >> have you made your decision yet? is there an opening for you in

the race, sir? >> i'm here to brief the president. i'll talk to you about that later. >> i'll use that i can't hear you excuse when someone asks me a question. sources tell cnn that biden has personally been making calls to strategists in early primary states asking questions about how, but not whether to launch a 2016 bid. those close to biden are giving no indication what his decision could be. the official says there is growing impatience among party leaders over the drawn out uncertainty. hillary clinton campaigning in two new hampshire cities today. she was in texas thursday courting the hispanic vote in san antonio. she spoke about immigration and pledged to fight for latinos. she picked up endorsement of that guy. julian castro. now the secretary of housing and urban development. she returned the favor.

that castro is on her short list for running mate. >> we are calling the 38 electoral votes for the state of texas for the democratic nominee and next president of the united states hillary clinton. >> i think really highly of him and i am thrilled to have his endorsement today. both he and his brother are among the best young leaders in america. regardless of category or the fact that they come from san antonio. so i am going to really look hard at him for anything because that's how good he is. he deserves the accolades he's receiving. >> new campaign fund raising totals out this morning. they show bernie sanders gaining ground on hillary clinton. the figures from the election commission show clinton raised

$28.8 million in the third quarter. sanders close at $26.2 million. worth noting, sanders has more individual donors have clinton. he has 650,000 people. they have given to sanders so far versus 400,000 for secretary clinton. the numbers for the democrats outpacing the gops. ben carson under $21 million. followed by jeb bush and ted cruz. bush's campaign haul was enough to calm jitters among bush supporters. cnn's sara murray has more from washington. >> reporter: good morning, christine and alison. jeb bush may have calmed the nerve of donors yesterday. the campaign put out third quarter information. it was better than what people expected. he raised $13.4 million.

that puts bush in the top tier of fund raising. ted cruz at the heels of ben carson. we got fund raising numbers yesterday for donald trump. you may remember he is mostly self financing his campaign. his staffers say he spent $2 million on the effort so far. although he does not go around soliciting donations, he still raised nearly $3.9 million. trump managing to make other waves yesterday threatening to pull out of the cnbc debate. the gop debate. if cnbc doesn't agree to the list of demands. we have seen trump say this about debates in the past. this time he is not alone. ben carson is also threatening to pull out of the debate if cnbc is not willing to tweak the rules. back to you. >> sara, we will look for you to follow that.

a hacker based in malaysia arrested and charged with stealing information of u.s. military members and giving it to isis. a citizen of kosovo is being detained on a provisional u.s. arrest warrant. he allegedly stole the data of over 1,000 u.s. service members and federal employees. we have matt rivers with the latest from hong kong with the latest on this. >> reporter: it is a big safety risk for some of these u.s. military members and federal employees affected by this hack here. the suspect as we mentioned, a 20-year-old kosovo native. we are told by authorities he is one of the leaders of the hackers group kosovo hackers security. he was living in malaysia at the time of the hack when he was able to access the personal information. as you mentioned, over 1,000 u.s. military members and federal employees by hacking

into the computer system of a company in the u.s. he then shared that personal information with a relatively high profile member of isis over the course of two months in the summer of this year. the suspect in this case is facing extradition to the united states for the terrorism charges. he was arrested in kuala lumpur on september 15th. as for this isis member, his name is janaid hussain. he was killed by a u.s. air strike in syria in august, but not before he was able to post the personal information of over 1,300 u.s. military members and federal employees in what he described as an online hit list. whether that is described in the criminal complaint, u.s. officials have not said. >> matt rivers, thank you. huma abedin set to be

interviewed behind closed doors by the benghazi committee. the appearance is six days before her boss testifies publicly. abedin is the only aide to have an e-mail account on the secretary of state's personal server. she is expected to deal with a grilling of the 2012 attack. the administration scaling back the obamacare forecast. officials now expect 10 million americans to be covered by insurance through the afford able care act in 2016. that is an anemic increase from the 9.1 million using the exchange now. the congressional office expected 21 million people to use the exchange by 2016. it is rejecting the claims that americans signing up for the affordable care act has plateaued. according to the treasury

storms in southern california triggering flash flooding and mudslides. this is on i-5 in california. mud and water rushing down mountains and use canyons in california. alison, no reports of injuries. that is good news. in texas, the trouble is fire. wildfire burning in central texas. it doesn't look like there is any relief in sight. it wiped out dozens of homes and

threatening others. the texas governor ordered additional resources to fight it. >> they have been stepping up and working around the clock to try to contain this fire. they have been dealing with challenges and shifting winds caused it to go in different directions. they have a singular goal and that is to try to eliminate this fire as quickly as possible to reduce the extent of damages. >> it's still not known what caused the fire. the rain that fell in california is heading east. will it get to texas? let's turn now to meteorologist karen maginnis for that. >> it would be nice if a lot of that moisture would spread out across the state. this was such an isolated area. we look across texas as well. east texas in extreme to

sources with knowledge of the investigation tell cnn hastert paid hush money to a former student he abused when he was a high school coach in illinois. a coalition of groups led by naacp's president set to reveal a plan for police reform in baltimore. the plan calls for firing corrupt officers and lifting gag orders in police misconduct. he wants the city to outfit officers with body cameras making the video available to the public and train police in deescalation techniques. this comes as baltimore's city council is set to vote on giving interim commissioner kevin davis the job permanently. a possible motive in the death of a teenager allegedly beaten by his parents and beaten by other members of the secret church in upstate new york. lucas leonard may have tried to leave the word of life church.

lucas' parents have pleaded not guilty to manslaughter charges. four others are accused of assaulting his brother. another woman filed a legal complaint against bill cosby. the lawsuit alleges sexual assault and emotional distress. she claims she met cosby in 1988 while auditioning for a tv show. the claim indicates that he drugged her. >> i am holding bill cosby accountable for the false allegations he made against me. i am hopeful with the help of my legal team that justice will be served. >> two more schools, tufts university and goucher college revoked their honorary degrees

giving it to isis. ardit fareze is being detained on a provisional u.s. arrest warrant. he allegedly stole the personal data of more than 1,000 u.s. service members and federal employees. cnn's matt rivers tracking the latest from hong kong. stealing that personal information and delivering it to isis. where is this man now? >> reporter: this man is currently in malaysia awaiting extradition to the united states. he is relatively young. 20 years old. a native of kosovo. authorities say he was one of the leaders of a hackers group called the kosovo hackers security. as you mentioned in malaysia, he was able to hack into the computer system of a u.s. company and steal the personal information of over 1,000 u.s. military members as well as federal employees. he then took that information and gave it to a relatively high profile member of isis over the

course of a two month stretch in the summer of 2015. this young man was arrested on september 15th in kuala lumpur. the isis member, junaid hussain. he was killed in august by a u.s. air strike, but not before he posted that information online of over 1,300 u.s. military members and federal employees. whether that posting from hussain is the posting that is referenced in the criminal complaint released by the fbi in connection to the case, that is not confirmed. >> thank you, matt. huma abedin set to be int interviewed behind closed doors by the benghazi committee. abedin is the only clinton aide to have known to have an e-mail

the dow climbed 217 points. nasdaq up over 1%. what drove that rally? mixed earnings from goldman sachs and citigroup. new economic data. first time jobless claims fell. inflation fell 0.2% last month. that makes the interest rate hike less likely by fed reserve. that means mortgage rates stay low. the 30-year fixed rate has been low for 12 weeks. and the amount of money social security pays out is adjusted to take into account the inflation rate. this is the third time it happened in 40 years. people who rely on social security will not get a pay raise in their checks next year. >> this is one example of why inflation could be a big thing. you want to see inflation in

>> exactly what caused the fire is still not known. the rain that fell in california is heading east. will it hit texas where it needs that water? let's turn to meteorologist karen maginnis. >> one event that was so isolated because of terrain and because we have seen drought conditions there and burn areas. that's why we saw the severe mudslide along the congested portion of i-5. most of the state of california is in severe to exceptional drought. look at eastern texas. extreme drought there as well. the big fire about 4,000 plus acres, no relief in sight. in southern california, still keeping that cutoff area of low pressure in the weather picture, but most of that moisture will head right along the california/nevada border. for austin and the bastrop area, you are looking at cloud cover.

the blaze caused major damage to one section of the site. there were no injuries. in east jerusalem, israeli security forces and border police set up check points and sealing off palestinian neighborhoods after bloody attacks. prime minister benjamin netanyahu with tightening security measures. let's bring in cnn's oren liebermann. this is a blatent desecration of the palestinian rioters. >> reporter: we got word that abbas ordered an investigation to see who the rioters were. the idf says palestinian rioters torched the holy site. the site of joseph's tomb. it is nablus. that is part of the sensitivity.

israeli settlinsettlers called . the question of will they find who started this? behind me is a group of 200 group of worshippers outside the old city of jerusalem for friday prayers. that is because israel put in tight security measures here in and around the old city. men over the age of 40 are allowed to pray at the compound and all women. that is what you see here. these younger men praying outside. you see that security here. israeli border police here stopping people. it is very difficult for hundreds of thousands of palestinians in the neighborhoods to move around. israel says these measures are necessary for security reasons after the wave of attacks.
